The construction of a national spatial planning system is a key path to the mod-ernization of China's national governance system and governance capacity. Since the pilot exploration of “multi-planning” and the integration of spatial planning departments during the 19th National Congress, China has been ac-tively promoting the construction of the national spatial planning system. Based on this, this paper objectively analyzes the current situation of various types of spatial planning in China, the core issues of spatial planning system construc-tion, and puts forward the functional positioning of national spatial planning at various levels, the strategy of spatial planning system construction, and the main tasks, in order to provide theoretical reference for promoting the national governance system and the scientific control of natural resources.
