Abstract

Based on the "dual circulation" strategic framework, this study constructs a three-dimensional collaborative theoretical model of "system - industry - tech-nology" and proposes differentiated development strategies. Research findings show that the Greater Bay Area, relying on the institutional advantages of "one country, two systems, and three customs territories", has formed distinctive advantages such as cross-border e-commerce, digital infrastructure, and a closed loop of the innovation chain. However, issues such as data standard barriers, core technologies being controlled by others, and the lagging transformation of small and medium-sized enterprises in the three regions still restrict its devel-opment. The international competitiveness of digital trade in the Greater Bay Area can be effectively enhanced through institutional measures.
