Research on Strategies for Cultivating New Quality Productive Forces to Promote High-Quality Development in Xianning, China

This paper explores strategies for cultivating new quality productive forces to drive high-quality development in Xianning, a key city in the Wuhan metropoli-tan area. Using a mixed-methods approach, it analyzes Xianning’s economic structure, innovation capabilities, ecological endowments, and development bottlenecks through theoretical framework construction and empirical data from 2018–2023. The study identifies challenges such as unbalanced industrial structures, insufficient R&D investment, and spatial disparities in innovation resources. It highlights opportunities in ecological value conversion (e.g., car-bon sink projects) and regional collaboration (e.g., "R&D in Wuhan, manufac-turing in surrounding areas"). The research proposes a three-dimensional strat-egy focusing on technological innovation-driven industrial upgrading, factor allocation reforms, and institutional mechanism innovations. Empirical results show that while Xianning’s green transformation ranks third in Hubei Province, its digital penetration and integrated innovation capabilities still lag behind provincial averages. The study concludes that strengthening indus-try-academia-research collaboration and optimizing ecological compensation mechanisms are critical for sustainable development
