Abstract

With China's urbanization process accelerating, a significant number of young and middle-aged rural laborers are migrating to urban areas, exacerbating the rural hollowing phenomenon. This has directly led to issues such as inefficient land use, idle resources, and wastage, severely hindering the implementation of rural revitalization strategies and agricultural modernization. Based on concrete data from rural population dynamics, land use patterns, aging trends, and population outflow over the past decade, this study analyzes the core challenges and underlying causes of rural land utilization under the hollowing context. Drawing on practical experiences from typical regions, it proposes targeted governance approaches to optimize rural land resource allocation, address rural hollowing challenges, and enhance rural governance effectiveness, providing theoretical references and practical support for policy implementation.
