Analysis of the efficiency of scientific research in universities in Jiangsu Province-based on indicators at different levels

A fair and reasonable evaluation of scientific research efficiency is a necessary means to optimize the allocation of scientific research res ources in universities and improve the efficiency of scientific research management. It is an effective way to implement the "double first-class" const ruction "performance evaluation dynamic support". This paper selects 15 “double first-class” constructions and 19 ordinary undergraduate universities i n Jiangsu Province, constructs a three-level indicator system with different focuses, and uses the super-efficiency DEA-BCC model to conduct static scientific research on Jiangsu Province’s universities from 2012 to 2017. Analysis of ef ficiency changes. The study found that the average level of scientific research efficiency of universities in Jiangsu Province is relatively high and m aintains a certain growth rate. However, under the index system that emphasizes quantity, quality, and long-term benefits, the scientific research efficiency of Jiangsu Province presents a high-low-high V-shaped characteristic; The scientific research efficiency of universities in Jiangsu province can be divided into four types. Most universities belong to the stage of high-s cale efficiency and low pure technical efficiency; the low scientific research efficiency of some provincial universities is affected by the small scale, resource allocation and low management level.
