Driven by both globalization and digitalization, marine culture has become a key arena for national soft power competition. Zhejiang, as one of the core birthplaces of China’s marine civilization, faces challenges such as outdated traditional narrative methods and insufficient international recognition in its cultural communication. Using “Blue Pulse” as a metaphor, this paper integrates three theoretical perspectives—ecological, cross-cultural, and digital humanities—to propose a path that reconstructs the communication system through digital transformation and activates emotional resonance via cross-cultural narratives. Drawing on theories from communication and cultural anthropology, this study analyzes cases of digital reconstruction of Zhejiang’s marine cultural symbols and develops a triadic communication model: “technology empowerment – narrative reconstruction – audience connection.” Empirical results show that immersive digital technology can enhance cultural perception by 37%, and cross-cultural narratives increase international audience recognition by 29%. This research provides a replicable digital communication strategy for China’s marine culture to go global.
