Speed-limited operation is a common scenario in high-speed rail line maintenance and emergency response to unexpected conditions. Under such constraints, fluctuations in train energy consumption and deviations in travel time directly affect the balance between energy efficiency and punctual operations, significantly influencing the quality and efficiency of railway transportation. To investigate the patterns of energy consumption and travel time under various speed-limiting scenarios and achieve optimal coordination between energy efficiency and on-time performance, this study establishes a simulation model for calculating high-speed train energy consumption and travel duration using Python as the platform and PyCharm as the development environment. This research clarifies the matching patterns between energy consumption and punctuality under multiple operating conditions, providing data support and theoretical reference for optimizing energy-efficient and punctual operations and refining operational planning under speed restrictions.
